A new Request for Proposal to U.S. Army Training and Doctrine Command and the U.S. General Services AdministrationJuly 2009 indicates that once was billed as a software Open source is now required in the HTS U.S. who have personal and Top Secret / SCI clearance, while the field staff requires authorization secret.
HTS will become, as it has been since its inception, more active in the chain of Kill pacify.
The term was coined in the field of human 1960s by the Committee of the U.S. House on Un-American Activities concerning the environment in that civil rights demonstrators, demonstrators Anti-Vietnam, and operated the Black Panthers.
